I have a "fix" based on someone else's idea: Open /usr/share/pulseaudio/alsa-mixer/paths/analog-output.conf and change the LFE and Master sections so 'volume = ignore'. Then open alsamixer in a terminal, and set Master and LFE to 100%. You should now find that the volume hotkeys now control just PCM.
