Default policy comes from the hdparm package, not from acpi-support;
reassigning.
I'm closing this bug as wontfix, because there is no reasonable way to
distinguish between desktop and server systems; nor do I think there's a
single policy that's going to be reasonable for all desktop users.
Users who wish to have their disks spin down can configure this in
/etc/hdparm.conf.
