These steps are already performed by the configuration step when
installing the driver. (If this was broken, we'd be seeing a LOT more
bug reports and would be easy to reproduce; I've not seen this on my own
hardware with fglrx).
Without knowing the background to your issue I can only guess what's
going on. Sounds like you interrupted installation midway through,
before it finished doing the configuration step. Probably if you were
to do a full reinstall of the package it'd work properly.
If I'm wrong, feel free to reopen the bug but please provide a more
detailed description.
