Sorry but the bug report can't be marked as Confirmed because only you
incur in this issue (at the moment, at least).
Please provide:
1) dmesg without nohz=on kernel command-line parameter
2) output of "cyclictest -n -t3 -p99" with and without nohz=on (cyclictest is
included into rt-tests package)
FYI Dynanic Ticks are off by default since Hardy (included).
