Cyril, thank you for your comment. This looks really like the reason for
the bug.
As many services which did not get migrated to upstart do not start on
your system, the problem seems to be upstart's default configuration and
not bugs in the individual services. This is not a CUPS bug.
Subscribing Scott James Remnant for further investigations. Scott,
please assign the bug to the correct package.
