I don't follow your logic.. If I were to accept your conclusion, what package
does it belong to?
Please note:
* flash 9 doesn't work in ubuntu without this file.
* I have found no other bugs open related to this.
* This file works primarility with the flashplugin-nonfree package
I almost changed it to needs info, because I need the info as to what package
it belongs to, because it is a real issue.
