I'm sorry to hear Ubuntu One isn't working properly for you. First, I
have just filed bug 461378 for the bandwidth usage preferences not being
displayed properly in the GUI. They are saved properly but not displayed
in the preferences GUI correctly.
Second, I'm doing some further testing to see that the bandwidth usage
preferences are used (even though they don't display correctly). I'll
post my findings here once I'm done with my testing.
