I experienced the same download hang at 48%. I let it wait for 15-30 minutes, then got frustrated with it and used ctrl-c to break out of it.
At the end of the upgrade process I was warned that the flashplugin- installer failed to complete. Testing on a flash website it failed to load the flash component and prompted me to install the flashplugin- installer, however when I clicked to confirm the install I was warned that flashplugin-installer was already installed. I went into Ubuntu Software Center, saw that Adobe Flash Plugin was appearing as installed. I uninstalled it and then reinstalled it from Ubuntu Software Center.
