Upstart scripts are "set -e" by default, so you are missing an "||
true" here. But even more, if /etc/eucalyptus/avahi-daemon.conf does
not exist, you need to drop -D entirely (to use the default file). So

> /etc/eucalyptus/avahi-daemon.conf" || :
