could bug submitter look for duplicates themsefl rather than relying on bug triager to find those number for them there? it should take some minutes to find a duplicate which means either every submitter can spend some minutes look for a number of one bug triager can spend a thousand time some minutes doing the work for other people and get no work done on ubuntu because it's take the week
