Following Ajenbo's advice I ran the downloaded wubi; it is in the same
folder as the downloaded iso file. I did not have the CD I had created
available. It worked. Hitherto it would seem that because there were two
versions of the iso file available, on C drive and the CD, that wubi got
its knickers in a twist.
