I found a way how to make things much better! There is an application called gpointing-device-settings that allows you to set the inertia level for scrolling (the speed of mouse cursor stays intact). By setting it bit higher the scrolling gets a bit slower but its much more responsive. The program is in repositories of Ubuntu 9.10 (Karmic).
