I did test this issue on 9.10 beta with live cd mode when it is released:
1) create a 1G swap.disk file on FAT partition (type dd if=/dev/zero 
of=/path/swap.disk bs=1M seek=1023 count=1);
2) type swapon -v swap.disk and the system quickly responds with "swapon 
swap.disk" instead of hangs;
3) type swapon -s to see the new swap area is really added
