Issue is resolved... Sort of. I scratched everything I had on my Ubuntu machine and reloaded a fresh copy of 9.10 and did not do any updates. Everything works fine as long as I do not run any updates. Cheese works and the WEBCAM-Server with the Java applet both work fine unless I run the Ubuntu updates... DO NOT RUN THE UPDATES! I still need to find out how to control the Brightness and Contrast on the WebCam device if anyone can help, but this was a good test.
