Deleting syncdaemon.conf did the trick!  Thank you so much!  With that
bug out of the way, I have to say, this is a GREAT feature!

Should I add a note to the bug noting the workaround?  Or is this a
pretty well known workaround by now?

I'm sorry to hear Ubuntu One isn't working properly for you.
Fortunately, I think there is a workaround for this problem as I believe
it's related to bug 455544 which occurs when the bandwidth preferences
are set to the defaults. If you delete
~/.config/ubuntuone/syncdaemon..conf and restart the Ubuntu One client,
you should be able to connect.

If that does not work, can you let me know if you're using
NetworkManager to connect to the network? If you are not, you're also
being affected by bug 357395 which we hope to have a fix released in our
test PPA very soon and likely in an Ubuntu update not long after that.

Bug description:
Binary package hint: ubuntuone-client

I have added my computer to Ubuntu One via the web interface.  However,
no matter what changes I make in the "Ubuntu One" folder, they are not
reflected online.  Also, regardless of what changes I make online, they
do not show up on my filesystem.  The two do not seem to be
communicating whatsoever.

In Nautilus, clicking the "Connect" button changes it to say "Connecting" very 
briefly, but then goes back to saying "Connect".  
Hovering over the cloud icon, it reads "Disconnected".  If you click "Connect", 
very briefly, it reads "Connecting" but then goes back to saying "Disconnected".

The two sides just do not seem to be communicating at all.

I am using Ubuntu 9.10.  I recently upgraded from 9.04.
