Seems to work now.
Both files copied to folder and using the web interface now sync.
I will close this "bug" now.

Some comments, though:
For the user it in not easy to detect if everything works well and the local 
folder is in sync with the cloud. This creates some uncertainty which is not 
good for adoption of the service. Right now I'm checking back with the web 
service at one.ubuntu.com -- but then I could easily upload the files like this 
anyway. Maybe either the dock applet or "the folder" could give some 
indication, e.g. like the web service "456 KB used", or "two files synced with 
Ubuntu One (12 min ago)".
Also I don't trust the cloud (yet?). So, I have a local copy of the files in 
the "One" folder in another place. This creates some redundancy and makes 
maintainance more difficult (multiple copies of files in possibly different 
versions).
Then again: How can I get rid of the service if it won't work at all?
