Ah, nuts...It couldn't be that easy!
The DELL inspiron 1520 I am using has an external "wi-fi" catcher switch with 
three positions.
0=Off, I=On, >>=scan for wireless networks.
I assumed the neutral poisiton was 'On', but the wifi actually works in Ubuntu 
set to 'Off'.
to check for this status on your system try code
sudo rfkill list
SOLVED
