Your input method setup under en_US locale as below.

ibus
This private configuration supersedes the system wide default.

The system wide default is pointed by "/etc/alternatives/xinput-all_ALL" .

2. Step by Step:
This is quite difficult to do as it appears to be random but if you
install scim, restart and just do normal activities it won't take you
long to get frustrated with not being able to type frequently in chats,
open office, etc...
A consistent test requires another software (kmymoney2) if you can
install scim and kmymoney 2 then do the following:
Open kmymoney2 and start a new ledger
Click "new" and add some random entry
Push enter, click new again, you'll see that the cursor is where it
should be (pay to) but that you can't type anything at all without
focusing on another window and then going back to kmymoney (and even
then that doesn't always fix it).
On three systems this has proven to be a consistent issue in kmymoney
after installing scim, otherwise the issue seems relatively random (but
very frequent)
3. Not always reproduceable but frequent
4. Will try out Ibus to find out, I didn't even know that scim was
dropped as the default, will see if my languages work correctly with
ibus.
