you need to go to System->Preferences->IBus Preferences, then click on
the Input Methods tab, select the input method you want to use from the
combobox and click Add to add it to the list of preferred input methods.
Changes take effect immediately, no need to logout or reboot.

If you want to use scim instead, you need to install all the related
packages, then go to System->Administration->Language Support and select
 scim as preferred input method framework. Changes will take effect with
your next login.

SCIM has certain issues which bug us for a long time already and which
cannot easily be fixed without rewriting big chunks of the code. As no
one is working on fixing those issues, we switched to IBus, which is
more recent and in active development and doesn't have those issues. It
has other issues, but the chances that those get fixed, once they are
reported, are higher.
