Hi Martin, It is possible that the bug I encountered was not the same as the OP, so I'm sorry for re-assigning to GDM if that is not the case.
In my case, however.. the system locale (as used by the TTY consoles) was correct, and it was GDM which reset the locale back to "C". Perhaps Mike can confirm whether he also sees "C" locale on the console.
