"If you're talking about mbox files, you have to use File -> Import.

It's been proposed to have Evolution announce to the rest of the desktop that
it knows how to open importable file types (mbox, ical, csv, etc.) so
Evolution's import assistant would start automatically when you double-click on
one of these files types in, say, Nautilus.  But that feature is not written
yet. "
