/etc/apt/apt.conf is empty.

207.44.255.172 is another proxy I tried in System->Network Proxy, but
it's set to direct internet connection right now and shouldn't be using
that proxy. The even stranger thing is that when I try to run the update
manager, it continues to fail with messages like the following:

W: Failed to fetch
http://us.archive.ubuntu.com/ubuntu/dists/karmic/main/i18n/Translation-
en_US.bz2  Could not connect to 129.242.19.196:3128 (129.242.19.196). -
connect (111: Connection refused)

And 129.242.19.196 is the proxy I had tried to use *before*
207.44.255.172, and it's not even in my Network Proxy settings anymore.
