I will reply on the reporter's behalf.
The assumption should be that the user usually does not intend to
interact with unfocused windows. I'd guess that more often than not,
placing the cursor over an audio file in an unfocused window is not a
good indication that the user has chosen to preview this file. Besides,
requiring that the user bring a Nautilus window into focus in order to
preview audio files on hover is not a huge requirement. Furthermore, the
burden of proof should not be on those who say this odd behavior should
be eliminated; the Nautilus project should justify this bug/feature or
it should be fixed.
