The bug is fixed in Ubuntu and can't be reproduced with the latest release.
When a package is pinned in apt ( in /etc/apt/preferences.d/ ) or with dpkg
(echo PACKAGE hold | dpkg --set-selections ) or locked with synaptic then the
package is not upgradeable in update-manager.
The bug with aptitude is bug 75332 and is not an update-manager issue.
