Interesting ... Abiword, Dia, gedit, Gimp, and Inkscape get this right.
Gazpacho, Glade, Gnumeric, Gramps, Jokosher, etc get it wrong.

To make things trickier, Nautilus correctly has an "Open" item (no
ellipsis), in the File menu and in the shortcut menu, when a folder is
selected. Perhaps that's how the stock item originated. But I can't
think of any application other than Nautilus that would need "Open"
without ellipsis. So perhaps the stock item should have an ellipsis, and
Nautilus should be changed to not use the stock item.
