e-man, thanks for reporting this bug, but I don't think this is a good
suggestion. I love the Ubuntu Documentation team, but writing more help
is not the solution to every problem.
When a help page in an open-source project is untranslatable (as Matthew
East points out), I think the most appropriate fix is to make it
translatable (bug 439353), not to have a second help page.
Similarly, if an Install button is missing, the most appropriate fix for
that is to make it not missing (bug 466321), not to write help about
where it should have been. Sometimes it's appropriate to write help for
how to work around bugs -- but do that for bugs that can be reasonably
expected to be common, like "I have no Internet" or "The screen on my
other Ubuntu computer has gone blank", not for unforeseeable things like
this.
When present in (both!) the specified places, the Install button should
be so obvious that it doesn't need specific help on where to find it. If
you write help for the possibility that a bug might cause any given
button in Ubuntu not to be present, the help will suffer from a severe
case of tl;dr.
