The Chinese gettext catalog is actually encoded in BIG5 but is declared to be encoded in ISO-8859-1. (It's also incomplete and in Traditional Chinese/zh_TW only.)
For non-Debian releases of webalizer, where translations are compiled in, there are Simplified and Traditional Chinese support that are more complete.
