This problem is SOLVED. I booted with Linux kernel 2.6.31-19 generic.
Both the click to make changes button in User Groups and Install button
in Software center now function normally.

  I was seeking to check user membership in a group
  
  nothing happens.
  
  I can access my own account information by clicking on the "properties"
  button. If I try to change my password the message "you are not allowed
  to modify the system configuration". displays.
