This is not exactly a duplicate of #531533. But fixing #531533 to make
Tomboy use "tomboy-panel" as it's icon name will cause the Light icon
theme to pick up the monochromatic icon from the Humanity theme.
If you would like to see the icon it can be found here:
/usr/share/icons/Humanity/apps/24/tomboy-panel.svg
This icon is a redesign and it seems to satisfy 1,2 & 3 from above.
