I can confirm this on a Dell Studio 1555. I have tried with "acpi=force noapic" (to fix Karmic's troubles with this laptop) just "noapic" and neither of those.
Everything else ACPI-related (fans, thermal sensors, backlight keys) seems to work OK before suspending. When starting up from suspend-to- RAM, I get only a black screen (that is: turned off, not "lit with a fullscreen image of "black"", which is greyer).
