I have had the same problem except i have a grub> shell not grub2>. When 
installing inside my windows file system.  I tested this on windows xp and 
windows 7.   (GNU GRUB vesion 1.98-1ubuntu1)
I found a grub.cfg file in /ubuntu/install/boot/grub/ on my physical harddrive. 
 I printed it's contents and manually entered the SEARCH command, the LINUX 
command the INITRD command and finally BOOT to get the installer on its way.  I 
chose the commands from the verbose mode section of the cfg file.  It seems 
that grub is not loading the menu configuration at first boot up.  
Once successfully installing the boot.cfg file disappers.
