The /forcefsck file remains as long as there are filesystems to be
mounted (since they may need to be checked), since your NFS filesystem
hasn't been mounted yet, the file remains.

As soon as you mount that filesystem, mountall will remove the
/forcefsck file

(if all else fails, this happens on shutdown)
