Tricky case here. My concern is if someone installs final, has inbound
connections working, then installs updates and suddenly they break,
which is unexpected.

Is there any downside of inbound connection? In particular, do they
pose a security risk? If so, then we should indeed disable them again.

If they do not pose any particular risk:
As a compromise, would it be possible to do the SRU in a way that
upgraders from hardy/karmic keep inbound connections disabled, while
they are enabled for fresh lucid installs?
