I have found that the problem is only related to the Netbeans distributions packaged by Sun. I have also installed the same Netbeans 6.8 from Ubuntu deb packages side by side with "Sun's" Netbeans and have seen that it accepts cyrillic input well.
But this hasn't cured the "Sun's" Netbeans - it keeps to transliterate cyrillic characters. Surely, this is a workaround, but not the perfect.
