I found the same bug posted in an Arch Linux forum, with a workaround:

They say to Format > Row > Optimal Height.  It will ask if you want to
Add some height, or use the default height.  The Arch user found that if
you Add at least 0.1, then it will save.  I found that you can do it
with 0.05.  You have to do this with all sheets.

The thing is, it worked for that user who added 0.1mm.  My sheet was in
inches, and I had to add 0.05".  That looks pretty crummy, so I'll have
to change it to mm.

But my point is that the number you have to add appears to be unit-
independent.
