Thank you for providing more detail on your issue. FAT16 should not be
an acceptable format for startup disks. usb-creator should always format
the disk as FAT32. This is explained in Bug #296160.

Could you please test formatting the disk with usb-creator by selecting
a valid lucid ubuntu 32-bit image clicking on /dev/sdX and then "Erase
Disk" followed by selecting the partition /dev/sdX1 then click "Make
Startup Disk". If booting this doesn't work on this computer (Error:
Could not find kernel image: linux) please provide the motherboard or
computer model that you are trying to boot this from.

Also could you please test booting that fat32 usb drive on another
computer and let us know the results.
