This is not a bug per se. (at least the fact that it is there isn't...) What needs to be done is make it easier to remove it, or state how to do it more clearly. But for anyone that needs to remove this icon, all you need to do is go to: System->Preferences->Keyboard, go to the Accessibility tab and untick the first option (Accessibility features can be toggled with keyboard shortcut).
What we need is an easier (i.e more user-friendly/intuitive) way of making this.
