Thank you for taking the time to report this issue. However, this is not
a bug, but an error in the way you configured your system. If I've read
your description correctly you've only got the German keyboard layout
selected in your own user account, not system-wide.
This means that when you're not in your own account the wrong keyboard
layout will be used. This can be solved by pressing the 'Apply System-
Wide...' button on the 'Layouts' tab of the Keyboard Preferences once
you've made sure the correct keyboard layout has been selected there.
