floid, what do you expect to be printed? If you have a full Legal page
you will never get its complete content onto a Letter page without
scaling down.

What do you expect?

- The Legal page truncated at the bottom (as you already told the origin
of the coordinate system in PostScript is the bottom left corner, and
that leads to the too big page being truncated at the top).

- The printer asking via its front panel display to insert Legal paper
into the manual feeder (are you sure that the printer-internal
configuration is set correctly so that the printer assumes Letter paper
being in its tray and also that the user gets prompted if the requested
paper is not available in the printer's tray(s)?).

I expect the latter. At least my HP printers behave this way (I tested
with the HP LaserJet 3390).
