I used Kubuntu-Linux also (KDE) some years.
In KDE 3.x Last Kubuntu 8.04 and earlier i have no Problems with special sign.
Though these were not always readable as, but I had no problems to play MP3 or 
open Directory, files etc.

Since Kubuntu 8.10 to him appear from KDE4.x some Guys have Problems with
spezial sign under KDE4,x.

A simple examble is the Testfile in posting two.

I have boot Windows 7 and create a Directory with german spezial sign,
in this directory you find a textfile with spezial sign and also their contents 
with spezial sign is described.

All KDE Tools, Dolphin, Krusader, Amarok, K3b have problems to handle
now spezial Sign  :-(

You can unpack the Testfile from second posting, but you cannot open or
read this....

So this Problem is only under KDE-Tools, if you used as example the gnome-Tool 
"nautilus" the 
Directory and the files are readable, okay the spezial signs look crazy but its 
work.

The same is you tkae the Terminal(Konsole) or the Terminaltool
MidnightCommander.

In alle support foren you can read as "workaround" to rename so files under the 
Terminal
and delete the spezial signs....

Okay its a workaround, but this workaround is bullshit if you go on a 
FTP-Server were
was  Windowsuser or you wil burn a CD/DVD with spezial signs....

self i take the Midnightcommander ort Gnome-nautilus to Rename or visit
some FTP-Server.

Under KDE 3.x from Kubuntu 8.04 and earlier was the same behaviour was
like under gnome.

And if you want to used the KDE-Tools you must be change your System from UTF8 
to iso 8859-15
what the same bullshit is, under KDE3.x you dont must change to iso 8859-15 so 
i Think
this is a very big BUG.

And now this problem already exists for two years and nobody it seems to
interest :-(((
