It isn't a bug in gnome-session, and it is doing the right thing here.
gnome-session already has a mechanism for informing users about
applications that are blocking logout etc, but openoffice is
specifically telling gnome-session that it is going to interact with the
user (InteractRequest), and then immediately tells gnome-session that
the user cancelled the logout. As far as gnome-session is concerned,
openoffice put a dialog in front of the user and the user chose to not
log out.
