While the cwd to /home is not needed and should be avoided, this also seems to be a bug in the FTP server. In order to CWD to /home/user you must have execute permission in /home, which is also what should be needed to CWD to /home. Without read permission you can't LIST the /home directory, but you should be able to CWD there.
