You need to re-enable the PPA to install the correct libphonon-dev
version. I can replicate this behavior by upgrading with the PPA,
disabling it, and then trying to install libphonon-dev.
It may be possible this was due to some temporary archive skew.
Re-enable the PPA, do sudo apt-get update, and then sudo apt-get dist-
upgrade. That should fix it.
In any case, this is not a package bug and so please seek support
through normal support channels if you still have problems after this.
