Adding a link to linux-image as this does not just affect EC2. I have a decent number of HP ProLiant systems and about 90% are exhibiting the exact same problems. All of the systems affected have a load average between 0.7 and 1.1 just a short while after being rebooted, and are 100% idle.
Additionally I am seeing high memory usage when idle, on a box with 8GB RAM doing 'free -m' shows 700MB as used. Unfortunately this multiplies up (but not linearly) so a box with 64GB RAM seems to have 3-4GB used almost straight after reboot. I should note that these are fresh installs, with no services added, just OpenSSH running essentially.
