I will align to the GTK version. Meanwhile the way to make them behave the same
is this:
- APPMENU_DISPLAY_BOTH=1 => display menus in windows and panel
- unset APPMENU_DISPLAY_BOTH => displays menu in panel if there is a widget to
show them, in windows if there is none
