Maybe is not a bug. Try change your  Gnupg.password from shell 
$gpg --edit-key your_KeyID

gpg> passwd

If this command doesnt t show it a entry dialog, or/and gpg prompt ended
with a error-message like "pinentry not found" means that you need
install pinentry package to provide a GPG tool the capability to ask you
for a passphrase.

Sylpheed uses gpg on background, if this dependece is not satisface, it
doesnt work too.

Install pinentry form apt, also pinentry-gtk or pinentry-qt if you have
kde-desktop.
