Rats, I wish I found this bug report before wasting a couple of days hunting it down as well.
Why are /var/lock and /var/run left mounted on shutdown? There's a specific test in do_stop() to have them excluded from the unmount sequence, and if manually unmounted just prior to fstab-decode appears to behave properly.
