I'm running both Lucid (v10.04) and Jaunty (v9.04) and have similar symptoms on both. My hardware is a Lenovo Thinkpad X61-tablet (7764-CTO).
On suspend: ** screen darkens ** LEDs blink ** rarely do I get a complete spin-down [see note 1 below] ** "new moon" LED left blinking (power off reboot required) On wake: ** GRUB menu appears normally [see note 2 below] ** LEDs blink ** option 1 -- kernel panic ** option 2 -- system boot but X11 and network are not use-able (power off reboot required) NOTES: 1. It would be wonderful if suspend had reasonable logging. I know this is a sticky problem, but so is guessing about what is going on and going wrong. 2. It would be wonderful if GRUB was aware whether there was a suspended system out there. Diagnostically, that would tell us that we got some part of a working spin-down. (It would also help avoid the snafu where you suspend OS-A then boot OS-B with the suspend pending.)
