Personally, I would expect the icons to align to the left and icons should be close to each other not with all this extra space between. Once an icon is displayed, it should stay in that place. New applications started (e.g. Rhythmbox) would display an icon on the right hand side. Icons should only reposition if moved by the user (which you currently can't do with this applet), or if an application to its left is closed.
