I turned on debug logging on Thursday, then left the computer running
over the weekend.  Here's the debug log from yesterday; it shows that
printers.conf is rewritten (right at the end) even though there has been
no activity for several days.

Incidentally, the cupsctl command didn't work for me, even as root;
instead, I edited /etc/cups/cupsd.conf by hand.
